Markham, Canada – At a time when serious human rights abuses are continuing unabated in many repressive states around the world, the lead taken by Canada through specific measures to combat such abuses will be crucial to advance this cause worldwide. In this regard, the Tamil Rights Group (TRG) strongly supports the Private Member’s Bill C-281, the International Human Rights Act being presented to the Canadian Parliament by Hon. Phillip Lawrence, MP. Economic Development, Conservative Shadow Minister for Federal Economic Development Agency for Eastern, Central and Southern Ontario.
As a global organisation headquartered in Canada advocating for human rights and pursuing transitional justice and accountability for Eelam Tamils in Sri Lanka, TRG welcomes the important measures proposed through this bill to protect people being subjected to human rights abuses worldwide.
Bill C-281 contains important provisions to help combat human rights abuses around the world. Currently, the federal government has the power to apply sanctions against officials abroad who violate human rights (Magnitsky Sanctions). With this new legislation, Parliament would have the power to force the government to respond quickly to alleged human rights abusers.
Bill C-281 also contains important provisions amending the Broadcasting Act to make it easier to revoke the authorization for television and radio programming in Canada that is influenced by a foreign national or entity that has committed acts recognized as genocide by the Senate or House of Commons.
Finally, Bill-281 amends the Prohibiting Cluster Munitions Act and is an important step in Canada’s commitment to stand against the severe damage and risks to civilians from cluster munitions. The new legislation would improve upon this, by restricting investments in companies that violate human rights or exploit developing nations.
Strengthening the legislative framework through Bill C-281 will enable the parliament to ensure that quick action is taken against individuals and regimes violating human rights, to advance justice and combat the culture of impunity that is prevalent amongst these abusers.
As an organisation with a mission to relentlessly pursue avenues to uphold the human rights of the oppressed Eelam Tamils, TRG firmly believes that the provisions being made through Bill C-281 will enhance Canada’s capabilities to combat human rights violations quickly and effectively.
TRG welcomes and strongly supports this key initiative to combat human rights violations through Private Member’s BillC-281 (the International Human Rights Act).

மார்க்கம், கனடா – ஒடுக்குமுறை அரசுகள் பலவற்றின் கடுமையான மனித உரிமை மீறல்கள் தடையின்றித் தொடரும் இக் காலத்தில், இத்தகைய துஷ்பிரயோகங்களை எதிர்த்துப் போராடுவதற்குக் கனடா எடுத்திருக்கும்; குறிப்பிட்ட நடவடிக்கைகள், இந்த நோக்கத்தை உலகெங்கும் முன்னெடுப்பதில். முக்கியத்துவம் பெறுகின்றன.
இவ்விடயத்தில் தமிழர் உரிமைக் குழு (TRG) – கிழக்கு, மத்திய மற்றும் தெற்கு ஒன்ராரியோவிற்கான, மத்திய அரசின் பொருளாதார அபிவிருத்தி நிறுவனத்திற்கான, பழமைவாதக் கட்சியின் நிழல் அமைச்சர் கௌரவ.பிலிப் லோரன்ஸ், பா.உ. அவர்களால் கனேடிய பாராளுமன்றத்தில் சமர்ப்பிக்கப்படுகின்ற, சர்வதேச மனித உரிமைகள் சட்டம், சி-281, எனும் தனிநபர் சட்ட முன்வரைபினை வலுவாக ஆதரிக்கிறது.
கனடாவைத் தலைமையகமாகக் கொண்டு ஈழத் தமிழர்களுக்கான பொறுப்புக்கூறல் மற்றும் நிலைமாறுகால நீதி ஆகியவற்றை முன்னெடுத்து மனித உரிமைகளுக்காகக் குரல் கொடுக்கும் ஒரு உலகளாவிய அமைப்பான தமிழர் உரிமைக்குழு (TRG),உலகெங்கும் மனித உரிமை மீறல்களுக்கு ஆளாகும் மக்களைப் பாதுகாக்க இந்தச் சட்ட முன் வரைபு மூலம் முன்மொழியப்பட்டுள்ள முக்கியமான நடவடிக்கைகளை வரவேற்கிறது.
சி-281 சட்ட முன் வரைபு உலகளாவிய அளவில் மனித உரிமை மீறல்களை எதிர்த்துப் போராட உதவும் முக்கியமான விதிகளைக் கொண்டுள்ளது. தற்போது, வெளிநாடுகளில் மனித உரிமைகளை மீறும் அதிகாரிகள் மீது தடை உத்தரவுகளை (மக்னிட்ஸ்கி தடைகள்) விதிப்பதற்கு மத்திய அரசுக்கு அதிகாரம் உள்ளது. இந்தப் புதிய சட்டத்தின் மூலம் மனித உரிமை துஷ்பிரயோகம் செய்ததாகக் கூறப்படும் குற்றவாளிகளுக்கு எதிராக விரைந்து நடவடிக்கை எடுக்கும்படி அரசாங்கத்தை வற்புறுத்துவதற்கான அதிகாரத்தைப் பாராளுமன்றம் பெறும்.
கனடிய மேலவை மற்றும் மக்களவையால், இனப்படுகொலை நடவடிக்கைகள் என இனங்காணப்பட்ட செயல்களைப் புரிந்துள்ள ஒரு வெளிநாட்டு குடிமகனது அல்லது நிறுவனத்தினது செல்வாக்கிலியங்கும் கனடிய தொலைக்காட்சி மற்றும் வானொலி நிகழ்ச்சிகளுக்கான அனுமதியினை இரத்துச் செய்வதை எளிதாக்கும் வகையில் ஒலிபரப்புச் சட்டத்தைத் திருத்துவதற்குரிய முக்கியமான விதிகளையும் சி-281 சட்ட முன்வரைபு கொண்டுள்ளது.

சி-281 சட்டமுன்வரைபு மூலம் செய்யப்படும் ஏற்பாடுகள், மனித உரிமை மீறல்களை விரைவாகவும் திறமையாகவும் எதிர்த்துப் போராடும் கனடாவின் திறன்களை மேம்படுத்துமென ஒடுக்கப்பட்ட ஈழத் தமிழர்களின் மனித உரிமைகளை நிலைநிறுத்துவதற்கான வழிகளை இடைவிடாமல் தொடரும் நோக்குடைய அமைப்பான தமிழர் உரிமைக் குழு (TRG), உறுதியாக நம்புகிறது.
